Why is our Govt. always loose/bow his head before other countries? is it its weak point.?

Its becoz ever since we got independence we have followed policies which were not aggressive especially we have failed a great deal on Foreign Policy.........During A B Vajpayee we saw a good positive change in this policy but after them the foreign policy has tapered down again.....Exploding the Nuclear Device during the A B Vajpayee Govt. tricking the US and its spy satellites was a VERY BOLD STEP.....but since then we are missing that BOLDNESS again.
