Quitting job due to health problems?

I have a close friend who just quit his job because of depression and health issues. He was on medical leave from his job for 3 months prior to his decision to quit. He has been diagnosed and undergoing treatment for depression for 4 years and it has recently gotten alot worse; also his physical health is bad due to recent diagnosis of diabetes. His leave was unpaid leave and can't pay any bills and now depressed more cause of the uncertain financial future. He feels he cannot seek another job due to his condition and is scared but does not want to go on welfare. What are his options as far as state unemployment benefits or disability. He needs money quick to pay bills, CC debt, gas and food and will be homeless soon. I can't help him or I would.
